Howard Springs Quarantine Facility: Centre for National Resilience |

Originally built to house 3000 workers employed on a gas project, Centre for National Resilience reopened to overseas returning travellers in October 2020. More than 9000 people have completed their quarantine there without a single biosecurity breach.
About 850 people are currently able to quarantine at the former Howard Springs mining camp. The camp has been renamed the Centre of National Resilience and houses Australians repatriated from overseas. All Australians on Commonwealth facilitated flights into the Northern Territory are required to undertake 14 days of mandatory supervised quarantine at their own cost.
Mandatory supervised quarantine for repatriated Australians
All returning Australians on the Commonwealth facilitated flights into the Northern Territory are required to undertake 14 days of mandatory supervised quarantine under the Northern Territory Public and Environmental Health Act 2011. The mandatory quarantine must be undertaken at the Centre of National Resilience at Howards Springs.

Quarantine Fees
Returning travellers are responsible for quarantine fees when arriving in the Northern Territory. The fees for the mandatory 14 days quarantine are:
$2,500 per individual or
$5,000 per family of two or more people sharing accommodation
Note: You will be required to have a COVID-19 test before you leave the facility. If you refuse the test, you will have to stay in quarantine for an additional 10 days and will be charged at a daily rate.
If you are an Australian resident on a low income you may be eligible for a reduced quarantine fee. The low income threshold requirements are:
individuals - $52,706 per annum
families - $68,894 combined per annum
If you qualify in this category quarantine fees are:
$1,250 per individual or
$2,500 per family of two or more people sharing accommodation
Low income earners will be required to provide their most recent tax assessment notice or a statement from Centrelink. Where these are not available, other evidence may be requested.
Payment plans are also available for Australian residents if you are unable to pay the full amount by the due date.

Note: Fee reduction programs operated by other States and Territories are not applicable to the quarantine accommodation at the Northern Territory Centre for National Resilience at Howard Springs.
Minors (people under 18 years) are not permitted to stay at the facility without a parent or responsible adult to supervise. However, if an adult needs to stay with a minor for the purpose of supervision and they have not travelled overseas and would not be required to quarantine, the fee will only be charged at the individual rate for the minor who is legally required to quarantine, not the supervising adult.
Arrival
Incoming travellers should be aware that due to the large number of passengers on some flights the arrival and intake processes at the airport and the quarantine facility could take several hours.
Facilities
To enable quarantine facilities to provide a safe environment for all residents and staff, residents need to abide by the following guidelines and site restrictions:
No cooking equipment to be brought onsite or purchased during stay. This includes microwaves, electric fryers, rice cookers, induction cookers, sandwich presses, toasters, etc.
No alcohol to be brought onsite or purchased during stay, bags may be checked on arrival.
Recreational items such as swimming pools (plastic or inflatable), scooters, skateboards, bikes and roller blades are not permitted to be brought into the facility as they could pose a potential risk to other residents. Please do not bring any of these items with you, they will be removed and securely stored for the duration of your stay.
No visitors are permitted during your stay.
No care packages or personal deliveries to site.
No personal devices or chargers are supplied.
Linen will be provided as a two week supply upon arrival to avoid cross contamination.
Residents are provided with facemasks which must be worn at all times when you leave your allocated room, i.e. when stepping off a verandah that is part of your allocated room, or when anyone approaches to interact or deliver food.
Physical distancing of 1.5 metres must be maintained at all times with any other person in the quarantine facility, except for your spouse, de-facto partner, child or parent.
A medical team will be available on site 24 hours a day 7 days a week.
To keep everyone safe repatriated residents will be required to remain on their balcony. Exercise requirements will be managed by the occupational therapist and the medical team.
All residents in quarantine must agree to regular health checks and monitoring by appropriately qualified health staff in order to support early detection of COVID-19.
Rooms are single accommodation, with no internal connecting doors between the rooms.
There are no kitchen facilities as three prepared meals are provided to you daily.

Is available however speed and connectivity varies widely, depending on demand.

A small pack of essential toiletries will be provided. If you require more please order through the click and collect service.
Meals
A hot evening meal will be provided between 6pm and 8pm daily to all residents by catering staff using PPE and physical distancing. The meal pack will include breakfast and lunch for the following day.
Details regarding allergies and any other significant dietary requirements will be collected by the medical and check-in team on arrival.
Special meal requests (vegetarian, halal etc) may not be available for the first 24 hours after arrival. Once you have made a special meal request, it cannot be varied during your stay.
No meal delivery or delivery services (Uber eats/Deliveroo/MenuLog/Pizza etc.) can occur to the Howard Springs Facility. The staff onsite will not collect food from food delivery services or family/friends on behalf of residents. Click and Collect services are available for non-perishable items.
